As you write, CF is a regional class, so different regions may have different rules.
For the DC Region, and NeDiv/CenDiv/SeDiv as far as I know, shocks are open.

Generally must conform to GCR for FF
Specifically:
3. Permitted modifications:
a. may be updated provided base config is not changed.
b.mfg basic body design shall be used
c.use of carbon fiber prohibited
d. Coil springs, shock absorbers, anti-rollbars, steering rack and wishbones are free provided they fit the original locations.
(in other words, you can run triple penskes if you want)
e. make and update of driveshafts is free.
f. any mod for which sole purpose is driver safety

Pay special attention to the previous posts! Note that there is NO standard CF rule or control. It is a regional-only class, and therefore each region (not division) may have its own rules--or they may not even recognize a CF class.
The SEDIV rule applies in SEDIV. While I would have an extremely difficult time interpreting what is meant under the bodywork section, the rest seems at least semi-clear--but it is still only relevant in SEDIV. This creates many problems for people in our region, as they run both NEDIV and SEDIV events, and our own region has a slightly different spin on CF.
You best bet is to contact the region where you will race and get their supplementary CF rules.
