For $10k, you can get a very nice 2-stroke F500 with national level history. Depending on your body shape, the Invader, KBS and post-2002 Red Devil chassis may be tight for you, but many have been modified. I am 5'8" and race at 190-200 lbs. Shoulders have never been a problem for me, but I had to sell my 2007 Red Devil last year because my chest/gut got to the point where I could no longer comfortably steer the car. Scorpions and Novakars have larger cockpits.
My understanding is that Carl's car is nice, so you probably won't regret buying it. On thing to consider is the engine. It is very difficult to run competitively at nationals without a 593. If that's not part of your plan, then don't worry about it. The 494 is a great engine.
Many of the 2-stroke F500s have been converted to 4-stroke or auto-x only, so not that many really good 2-stroke cars ready to road race come up for sale. It may take a while to find the perfect car, but you will not have to compromise with your budget.
