Yes they do. And like has been mentioned before---depends on the fire fuel source as to just how effective/ineffective they are.

    Clearly.

I hope Kimi keeps racing. Seems like a quality guy. Cut a bit from a more hands-on era...

When you are a rally driver, you get used to being self reliant.

They do but drivers tend to either forget them (not the case in this instance) or they don't want to flood the cockpit with AFFF or Halon for an engine fire.

That makes sense but I'd think F1 would have an area specific option. On an engine only option.

Nope. F1 requires that all systems/nozzles discharge simultaneously. They require that at least 95% of the bottle's contents be discharged in no less than 10 seconds and no more than 30 seconds. They also require that triggering the "E" switch on the exterior of the car cut power and discharge the fire system at the same time.

I think ya'll are expecting a whole lot more of a visible reaction when the system is triggered than what's apparent. The primary goal is to buy time so the driver can get out of the car. If the goal was to extinguish the fire, no matter the location and fuel source you're going to need a bigger bottle, a lot bigger bottle.
