    Bolded is spot-on. Let 'em completely open up the engine rules, i.e., run-what-you-brung, but give 'em a fixed amount of fuel to use for the race. Now you've got some real technical challenge and competition, but applied an interesting limit that's socially relevant and good for marketing.
