1) It's a 107% rule, subject to stewards' discretion.
2) Practice times would likely be sufficient to show that he's within the qualifying time range.

I would be a bit disappointed if I had shelled out $299 or more for 3 day passes + travel to get to COTA.

My guess is that the surface really likes new tires. It should be fun to watch him from the back if he doesn't quality.
Actually you're not hearing the whole story here.
Vettel had to have the KERS unit replaced which put him in to a "pit lane start" mode. So, regardless of where he's qualified, he's at the back.
Considering the absence of Marussia and Caterham you really don't think the Stewards are going to keep Vettel out too do you??
