Is there some generally agreed upon concept for what "vintage" means?
Is it a moving target? Will my 1982 car someday be vintage eligible? I haven't been able to find much reliable info on this elsewhere.

Vintage FF 1972 and earlier is the general rule. The vintage organizations have started to allow 1973 to 1983 FF's run as long as one end of the car has an outboard suspension, they run as Club Ford.

"Vintage" is an interesting word. I have seen Ferrari 333SP "World Sports Cars" run in Vintage races the same year they ran at Daytona! (Los Angeles Grand Prix 1996).
Wooly is correct Vintage FF is for cars 1972 and earlier. The rationale was that in 1973 CV joints and inboard suspension began to appear e.g. the Crossle 25.
When I first heard of Vintage racing I was told it was for cars 25 years and older. I guess I was misinformed.

I am getting pretty near vintage myself. As is my 1975 Fiat Spider daily driver.
I guess my 1982 FF won't triple in value anytime soon by becoming vintage eligible, though.
Not a chance, I thought that with my 1974 Zink Z10 in 1991. It is 2004 now and at least I can run with the Vintage clubs, but no car value increase.

According to FIA Appendix K The year categories are as follows
6.7 Periods of Classifications are as follows:
GR) Single-seat and two-seat Racing cars of the period from
1/1/1966 (1/1/1964 for Formula 3) to 31/12/1971.
HR) Single-seat and two-seat Racing cars of the period from
1/1/1972 to 31/12/1976.
IR) Single-seat and two-seat Racing cars of the period from
1/1/1977 to 31/12/1982 and 3-litre F1 between 1/1/1977 and 31/12/
1985.
JR) Single-seat and two-seat Racing cars of the period from
1/1/1983 to 31/12/1986.
